Managing Authority

The Managing Authority performs a number of Programme implementation, coordination, management and supervision functions.

The Managing Authority supports and chairs the Monitoring Committee, presents the Annual Implementation Reports and any Programme amendment proposals, to the Committee, has the task of informing the potential beneficiaries of any funding opportunities, makes available to Intermediate Bodies and beneficiaries all the relevant information for the execution of their tasks and the implementation of the operations.

The Authority is responsible for defining the Programme’s Evaluation and Communication Strategy Plan.

Acting with the Intermediate Bodies, it identifies and finances the operations.

Financially, the Managing Authority is responsible for carrying out the first-level checks on the expenses incurred by the beneficiaries and for transmitting the declarations of expenditure to the Certifying Authority.

The Managing Authority is also responsible for setting up a computerised data recording and storage system to ensure the electronic exchange of data and documents between the parties involved in implementing the Programme.

The functions of Managing Authority for the OP on Governance and Institutional Capacity for the 2014-2020 period have been assigned to the Agency for Territorial Cohesion – Office 5 of the General Manager’s Staff.

The Managing Authority consists of operating units.

staffs the Managing Authority, with functions that include, inter alia, providing specialist and technical operational support for the activities performed by the Managing Authority; Programme guidance and coordination; monitoring the overall implementation of the Programme and compliance with the Community and national deadlines and obligations, liaising with the Steering Committee and the PRA Officer, with the European Commission Services and with any further national, Community and international institutions involved; supporting the organisation of the Monitoring Committee and preparing the documents to be submitted to the Committee and any other formalities required by the internal rules of operation of the Monitoring Committee, including the functions relating to the technical secretariat of the MC;

provides specialist and technical operational support to the Managing Authority, with a special focus on legal activities in support of implementation programming.

provides support to the Managing Authority, in respect of the preliminary examination and evaluation of the projects and the preliminary assessment of their consistency with the Programme.

provides support to the Managing Authority, for guiding the Programme Beneficiaries and managing the projects for which it is responsible, liaising with the competent structures of the Agency for Territorial Cohesion and with the Intermediate Bodies.

provides support to the Managing Authority, for guiding the Programme Beneficiaries and managing the projects under its responsibility, liaising with the competent structures of the Agency for Territorial Cohesion and with the Intermediate Bodies.

of the Managing Authority, providing specialist and technical operational control to the Managing Authority itself, with reference to the following activities: prior assessment of the Beneficiary’s organizational capacity, connecting the quality review processes, anti-fraud procedures, risk evaluation, irregularities and recovery of expenses recorded in respect of the Programme, supporting the preparation of the dedicated manuals, as provided by the Management and Monitoring System of the OP, and the definition of the audit trails (liaising with Office 7). This Unit also provides specific support to the Managing Authority with regard to the auditing operations relating to the completion of the 2007-2013 OP on Governance and Technical Assistance.

provides support to the Managing Authority, with regard to Programme communications (information, communication and advertising) to ensure the transparency and visibility of the Programme – its objectives, opportunities, progress and results – as part of the implementation of the Communication Plan.

provides support for monitoring the OP (including audits of the expenditure forecasts and the Declarations of expenditure by the Intermediate Bodies) and for the financial management of the OP (declarations of expenditure, annual clearance of accounts).

is responsible for the management of the web-platform based social media communication tools, also providing specialist support for web platform administration and customisation activities, primarily with regard to the social media.
