Programme

The National Operational Programme on Governance and Institutional Capacity is a 2014-2020 cohesion policy tool funded by the European Union under the European Structural and Investment Funds – ESI Funds.

The Programme, managed by the Agency for Territorial Cohesion, with powers granted to the Department of Public Administration and the Ministry of Justice, is the key tool for implementing the strategic priorities aimed at capacity-building and innovation in the Public Administration, agreed to between Italy and the European Commission and set out in the 2014-2020 Partnership Agreement.

With the contribution of the EU funds, the national operational programme on Governance finances actions accompanying and implementing the measures for reforming the PA established at national level and, through its strategy, contributes to the achievement of the smart, sustainable and inclusive growth objectives set out in Europe 2020.

The Programme has been allocated funds totalling over 827 million euros, consisting of EU resources from the European Social Fund (ESF) and the European Regional Development Fund (ERDF), as well as national public resources.

The Programme targets all the Country’s Public Administrations, with a special focus on the less-developed Regions (Basilicata, Calabria, Campania, Puglia and Sicily), to which over 80% of the total financial envelope has been allocated.

The actions financed under the Programme include skills, organisational arrangements and how to offer the services, methods and procedures, tools and technological solutions, forms of institutional cooperation, for the purpose of moving towards a more efficient and effective Public Administration, closer to the territories, citizens and businesses.
