Management and Supervision System

The Management and Supervision System is the document that describes the structure, functions and procedures put into place by the Managing Authority and the Certifying Authority, according to the principle of separation of functions between bodies and within the same, for managing and supervising the Operational Programme.

The Managing Authority describes the procedures for supervising, evaluating, selecting and approving the operations, financial management and control of the Programme.

The Certifying Authority describes the procedures for preparing and submitting the requests for payments to the European Commission, preparing the accounts and keeping the accounts of expenditures.

The management and supervision system also defines the procedures for transmitting and exchanging information between the Managing Authority, Certifying Authority and Audit Authority, in particular for submitting the year’s end accounting documents to the European Commission.

The Management and Supervision System is adopted by the Managing Authority of the Operational Programme.
