Structure

The running of the Programme is placed under the responsibility of various public entities, with different management, implementation, monitoring, supervision and control duties.

The functions of Managing Authority and Certifying Authority are assigned to specific offices of the Agency for Territorial Cohesion, while the Audit Authority functions are assigned to the Ministry of Economy and Finance.

The Programme provides for two Intermediate Bodies, to which the Managing Authority delegates several functions relating to the management and implementation of part of the Programme: the Department of Public Administration of the Presidency of the Council of Ministers and the Ministry of Justice.

The main task of the Monitoring Committee is to assess the implementation of the Programme and the progress in achieving its objectives.

Projects “directed” by the Managing Authority or the Intermediate Bodies feature Beneficiaries, who are responsible for the initiation and implementation of the actions, while in the case of so-called “owned” projects the Beneficiaries coincide with the Managing Authority or the Intermediate Bodies.
