Intermediate Bodies

The Programme envisages two Intermediate Bodies, to which the Managing Authority has delegated several functions for managing and implementing part of the Programme: the Department of Public Administration of the Presidency of the Council of Ministers and the Ministry of Justice..

The Department of Public Administration is responsible, within the framework of Axes 1 and 2 of the Programme, for modernising the public administration and implementing administrative reform measures; supporting Public Administrations in reducing regulatory burdens and simplifying processes and access to services; enhancing transparency and data access, within an open government framework; developing digital skills; digitising public administrations, by rationalising the ICT infrastructure, taking up online services, developing open data. The Department of Public Administration is also responsible, as part of Axis 3, for providing support activities to the local government reform process.

The Ministry of Justice is responsible, within the framework of Axes 1 and 2 of the Programme, for improving the efficiency and performance of the judicial system, introducing technological innovation (computerisation of civil proceedings), developing procedures, tools and organizational methods for reducing the amount of time needed for settling disputes, and cutting the backlog, especially of civil law cases.
