Intervention strategy

In order to effectively assist in strengthening the Public Administration, the Programme simultaneously invests in two of the Thematic Objectives (TO) of the 2014-2020 programming period:

TO 11 – Institutional capacity and efficient PA, co-financed by the European Social Fund and the European Regional Development Fund

TO 2 – Information and communication technologies, co-financed by the European Regional Development Fund

This is a complementary strategy, in which the PA reform measures need the support of technological and infrastructure solutions in order to be fully effective and – at the same time – these require actions relating to the skills and management of the human resources involved, to the organizational models and the manner in which the services are offered, in order to ensure the expected innovation effects.

Against this backdrop, the Programme priorities can be broken down into two large areas of intervention, the two “pillars” of the strategy, and divided into 4 Axes.

The first pillar – which includes Axes 1 and 2 – covers the modernisation of the administrative system of the Country and includes actions relating to the set of aspects that define the concept of “institutional capacity” and which influence the quality of PA services.

The second pillar – which coincides with Axis 3 – covers the capacity of a PA to operate efficiently and effectively in implementing the public development policies and investments, through improved coordination of all the levels of government involved and forms of institutional cooperation.

The fourth and last Axis of the Programme covers Technical Assistance.
